This is to request the Office of
Management and Budget’s (OMB) renewed three-year extension for the
information collection “Response Plans for Shipments of Oil,” OMB
Control No. 2137-0591. This information collection is a mandatory
reporting requirement. A basic response plan is required when a
carrier transports 3,500 gallons or more of liquid petroleum oil in
a package and a comprehensive written response plan is required
when a carrier transports liquid petroleum or non-petroleum oil in
a quantity greater than 1,000 barrels (42,000 gallons). When a
carrier becomes subject, they will need to create an initial plan,
with more minor annual updates, if the carrier continues to
transport oil in a quantity that subjects them to this information
collection. The response plans identify a manner of response if
discharge of the oil occurs, the maximum potential discharge for
each package, who will respond if a discharge occurs, and who will
contact the appropriate authorities. This information is only
required to be maintained by the carrier, and implemented by the
carrier and any emergency response personnel in the event of a
discharge.
