Abstract: The Office of Planning, Research & Evaluation (OPRE) within the Administration for Children and Families (ACF) at the Department of Health and Human Services (HHS) proposes to conduct a comparative multi-case study to better understand how to improve children’s transitions from Head Start programs to elementary schools. Information collection would include: (1) semi-structured interviews with practitioners, (2) focus groups and a short background survey with primary caregivers of Head Start children, (3) follow-up semi-structured interviews with a selection of those primary caregivers when their children are in kindergarten, and (4) a social network survey of all practitioners within six cases (inclusive of both Head Start and K-12 sites) that display promising approaches to the transition from Head Start to kindergarten. The data collected will not be representative and will not be generalizable to the broader population.
