NIJ Request for clearance under the Paperwork Reduction Act to collect
supplemental data on the coronavirus response in juvenile facilities (OMB #11210218)

The National Institute of Justice (NIJ), in partnership with the Office of Juvenile Justice and
Delinquency Prevention (OJJDP), is seeking a one-time addition of critical items related to the
Coronavirus pandemic (Covid-19) to a currently approved collection, the Census of Juveniles in
Residential Placement (CJRP) data collection (OMB Control No: 1121-0218). The collection
census date is October 27, 2021.
The Covid-19 pandemic has unexpectedly and significantly affected the juvenile justice system
and juvenile facilities in particular. NIJ and OJJDP are interested in timely and relevant
information on events that may impact juvenile residential facilities and the juvenile population
housed within these facilities. As such, the current revision request to the 2021 CJRP includes
new questions to describe juvenile residential facilities’ experience with and response to the
Covid-19 pandemic.
The 2021 CJRP will request information on the response to the Covid-19 pandemic, including:
the number of tests administered and confirmed cases among young persons and staff, the use of
medical isolation/quarantine with young persons, and the number of young persons vaccinated.
There is currently no other comprehensive, national source for this information and it has a clear
and practical benefit for informing policy and practices related to public health and safety in

juvenile facilities. The testing and confirmed case questions were previously approved by OMB,
and fielded in the 2020 Juvenile Residential Facility Census (OMB Control No: 1121-0219).
Specifically, the revised CJ-14 form requests the following information:
(1 a/b) The number of Covid-19 tests that were conducted and the number of tests that were
positive.
(2 a/b) The number of young persons assigned beds in the facility that tested positive for
Covid-19 and the number of staff employed in the facility that tested positive.
(3 a/b/c/d) Whether any young persons assigned beds in the facility were medically isolated
or quarantined because of Covid-19, which young persons were medically isolated or
quarantined, how young persons were medically isolated or quarantined, and the maximum
amount of time young persons could be medically isolated or quarantined.
(4 a/b/c/d) Whether facilities made the Covid-19 vaccine available to any young persons
assigned beds in the facility, when facilities first administered the vaccine, for which young
persons can vaccination status be reported, and the number of young persons with at least one
does of the vaccine.
All Covid-19 related items proposed in the current revision were reviewed by internal and
external experts, and cognitively tested with 9 eligible respondents. The estimated burden for the
new Covid-19 items is 20 minute per respondent. Despite the addition of the Covid-19 items, the
total burden hours requested for the collection will not increase. This is because the total number
of eligible respondents has decreased due to facility closures and respondents have increasingly
elected to respond through the web instrument in recent collection cycles.
NIJ will publish a notice in the Federal Register concurrent with the submission of this request
for a revision of the previously approved collection.
