Pursuant to delegated authority under
the Defense Production Act (50 App. U.S.C. §§2061-2170), EO 13603,
EO 12656, and 46 CFR 340; MARAD issues pre-emergency, standby Port
Planning Orders (PPO) to the DoD-designated strategic commercial
seaports (port) for providing port facilities to support military
deployments during national emergencies. At DoD request (since the
1980's), MARAD has been collecting a Monthly Readiness Report from
each port to validate the port’s ability to provide the PPO
delineated facilities to DoD within the PPO delineated time frame.
GAO Report GAO-14-184SU, dated February 02, 2014, recommended that
MARAD collect additional data from the strategic commercial ports.
DoD now requires this enhanced data on a quarterly basis for DoD
contingency planning and readiness evaluation purposes. The
collected information is required to obtain and/or retain benefits.
All data collected from the strategic commercial seaports is
maintained by the Office of the Associate Administrator for
Strategic Sealift as For Official Use Only (FOUO) and is not
intended for release to the public.

The number of strategic
seaports subject to this reporting is expected to increase from 16
to 17 during 2021. The military Surface Deployment and Distribution
Command (SDDC) is in the process of designating an additional
strategic seaport on the West Coast. They will likely start
completing quarterly reports in the December reporting cycle.
