United States (U.S.) vessels fishing for highly migratory species in the Western and Central Pacific Fisheries (WCPF) Convention Area (excepting U.S. waters) are required to submit to the National Oceanic and Atmospheric Administration (NOAA) Fisheries Service information about the vessels and related information. The information is used by NOAA and the WCPF Commission to ensure compliance with conservation and management measures, and is needed in order for the U.S. to comply with its obligations under the WCPF Convention. This request is for an extension of a current information collection. In addition, the National Marine Fisheries Service (NMFS) is promulgating a rule (RIN 0648-BI79) to implement a decision of the Commission on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean (WCPFC or the Commission) that would affect this collection. Due to the timing of the rulemaking and the timing of the renewal of the collection of information, OMB Control Number 0648-0595, Western and Central Pacific Fisheries Convention Vessel Information Family of Forms, NMFS submitted a request for creation of a temporary collection in August 2021. The temporary collection focuses on the rulemaking, which expands the International Maritime Organization (IMO) number requirements included in this collection to smaller vessels. The temporary collection will later be merged with this collection upon publication of the final rule for RIN 0648-BI79 and the burden for 0648-0595 would be updated accordingly.
