United States (U.S.) vessels fishing for highly migratory species in the Western and Central Pacific Fisheries (WCPF) Convention Area (excepting U.S. waters) are required to submit to the National Oceanic and Atmospheric Administration (NOAA) Fisheries Service information about the vessels and related information. The information is used by NOAA and the WCPF Commission to ensure compliance with conservation and management measures, and is needed in order for the U.S. to comply with its obligations under the WCPF Convention. A proposed rule, RIN 0648-BE84, will add the requirement for certain classes of vessels to apply for an International Maritime Organization (IMO) number. This will be a one-time requirement, as the number will stay with the vessel throughout its life.
