United States (U.S.) vessels fishing for highly migratory species in the Western and Central Pacific Fisheries (WCPF) Convention Area (excepting U.S. waters) are required to submit to the National Oceanic and Atmospheric Administration (NOAA) Fisheries Service information about the vessels and related information. The information is used by NOAA and the WCPF Commission to ensure compliance with conservation and management measures, and is needed in order for the U.S. to comply with its obligations under the WCPF Convention. A proposed rule, RIN 0648-BE84, will add the requirement for certain classes of vessels to apply for an International Maritime Organization (IMO) number. This will be a one-time requirement, as the number will stay with the vessel throughout its life.

There are no program changes. Adjustments: The number of respondents and responses, based on the past 3 years, is now 55, reduced from 67, and the hours are 65, reduced from 71. Recordkeeping/reporting costs have increased from $1,231 to $2,431. This is mainly due to the vessel area endorsement nonrefundable fee having increased from $23 to $54, so that although there are now 44 responses rather than 51 previously, there is a net increase of $1,203 ($1,173 in 2015 vs $2,376 in 2018).
