The CDFI Fund administers the BEA Program, CDFI Program, and NACA Program. In an effort to create uniformity in reporting across the CDFI Fund, the CDFI Fund revised the BEA Program Award Report Form so it may be used by the BEA Program as well as the CDFI Program and NACA Program. The revised form has been renamed the âUses of Award Report Form.â The BEA Program provides incentives to insured depository institutions to increase their support of CDFIs and their activities in economically distressed communities. The CDFI Program uses federal resources to invest in and build the capacity of CDFIs to serve low income people and communities lacking adequate access to affordable financial products and services. The CDFI Fund created the Native Initiatives, which includes the NACA Program, to further support the creation and expansion of Native CDFIs.

As authorized by the Consolidated Appropriations Act, 2021 (Pub. L. 116-260), the Community Development Financial Institutions Fund (CDFI Fund) has launched the CDFI Rapid Response Program (RRP) to provide grants to Community Development Financial Institutions (CDFIs) to support, prepare for, and respond to the economic impact of the COVIDâ19 pandemic. CDFI RRP utilizes existing evaluation and compliance reporting mechanisms already in place for the Bank Enterprise Award Program and CDFI Program. Per Congressional directive, the application process has been completed and awards are expected to be announced by the CDFI Fund in the summer of 2021.
The CDFI Fund is requesting approval to use the existing data collection tool, the Uses of Award Report Form (UOA) (OMB Control #1559-0032), for CDFI RRP Recipients. The CDFI RRP is a one-time supplemental award and will not continue after two-years of reporting by program recipients. Please note that CDFI RRP Recipients will be required to use this form starting September of 2021. The current version of the UOA report can be accessed here: https://www.cdfifund.gov/sites/cdfi/files/documents/cdfi-fund-uses-of-award-report-form-through-2023_bea.pd
The estimate for completing the UOA form will remain 1 hour per response. 863 CDFIs received RRP funds and will thus complete an additional UOA form, increasing the total burden for 1559-0032 by 863 hours.
