The ORR-3 and ORR-4 Report Forms collect information required by statute and are necessary to administer the Unaccompanied Refugee Minors (URM) Program. The ORR-3 Placement Report is submitted within 30 days of a child's initial placement in the program, within 60 days of a reportable change in the child's case (e.g. establishment or ending of legal responsibility, attainment of immigration status, placement change), and within 60 days of termination from the program. The ORR-4 Outcomes Report is submitted annually beginning 12 months after the date of the initial placement report. The ORR-4 collects information on education attainment, personal functioning, family reunification activities, and transition to adulthood services and outcomes.
The House and Senate passed the continuing resolution (CR) in late September 2021. For the Office of Refugee Resettlement (ORR), the CR authorizes the eligibility of Afghan parolees to receive services and benefits to the same extent as refugees. This includes making Afghan unaccompanied children eligible for the URM Program. Current OMB approved forms for the URM program have already been collecting immigration status/category and eligibility types for eligible minors. There is no existing option available to accurately capture the newly authorized immigration status/category or eligibility type for Afghan unaccompanied children. ORR is requesting to add the âAfghan Humanitarian Paroleeâ option to the existing list of Eligibility Type and Immigration Status/Category of the OMB approved forms for URM program.
The proposed revisions are based upon comments received from State agency staff, URM provider agencies, and ORRâs analysis of reporting trends. The estimated number of respondents was updated based on the average number of respondents over the past three years. Additionally, ORR staff factored in current and projected in-care numbers for URM. Overall, ORR is proposing revisions to improve clarity, secure outcome-based data, and increase compliance with reporting requirements. The proposed changes to the ORR-3 and ORR-4 Report Forms would reduce estimated burden of data collection by 23% for State agencies and URM providers.
