Who must comply?

Federal, State, and local government agencies, owners and operators of vessels and facilities.

What is this collection about?

The Coast Guard (CG) collects this information only when someone seeks a security zone, regulated navigation area, or safety zone. It uses the information to assess the need to establish one of these areas.

Where do I find the requirements for this information?

Title 33 CFR Parts 6 and 165, are available at—https://www.eCFR.gov, select TITLE 33 – NAVIGATION AND NAVIGABLE WATERS, and follow to the respective part.

When must information be submitted to the Coast Guard?

Prior to the establishment of a security zone, regulated navigation area, or safety zone.

How is the information submitted?

In writing or electronically via e-mail. Information is submitted to the CG District Commander (DC) or Captain of the Port (COTP) at the local Sector Office. Contact info for a CG DC or COTPs can be found at—https://www.uscg.mil/Units/Organization/.

What happens when complete information is received?

The CG will review the information and determine if security zone, regulated navigation area, or safety zone is needed. The procedures used to notify persons of the establishment of these areas vary depending upon the circumstances and emergency conditions. Notification may be made by marine broadcasts, local notice to mariners, local news media, distribution in leaflet form, and on-scene oral notice, as well as publication in the Federal Register.
