Persons who qualify for set-aside allowances because they imported regulated substances in 2020 but were not required to report under 40 CFR part 98 and were not issued allowances as of October 1, 2021, must complete Section 1 of this form and submit it through the ODSTS and provide EPA with the with the information detailed in §84.15(d)(1)(ii) and §84.15(d)(1)(iii) by November 30, 2021 through e-GGRT.
