SUPPLEMENTARY INFORMATION: CBP
invites the general public and other
Federal agencies to comment on the
proposed and/or continuing information
collections pursuant to the Paperwork
Reduction Act of 1995 (44 U.S.C. 3501
et seq.). This proposed information
collection was previously published in
the Federal Register (Volume 86 FR
Page 72612) on December 22, 2021,
allowing for a 60-day comment period.
This notice allows for an additional 30
days for public comments. This process
is conducted in accordance with 5 CFR
1320.8. Written comments and
suggestions from the public and affected
agencies should address one or more of
the following four points: (1) Whether
the proposed collection of information
is necessary for the proper performance
of the functions of the agency, including
whether the information will have
practical utility; (2) the accuracy of the
agency’s estimate of the burden of the
proposed collection of information,
including the validity of the
methodology and assumptions used; (3)
suggestions to enhance the quality,
utility, and clarity of the information to
be collected; and (4) suggestions to
minimize the burden of the collection of
information on those who are to
respond, including through the use of

Abstract: Under 19 U.S.C. 1500 and
1401a, Customs and Border Protection
(CBP) is responsible for appraising
merchandise by ascertaining or
estimating its value; fixing the final
classification of such merchandise
under the tariff schedule; and fixing a
rate of duty and final amount of duty to
be paid on such merchandise. On
occasions when the invoice or other
documentation does not provide

sufficient information for appraisement
or classification, including for import
compliance with trade agreements,
preference treatment, or special
provisions, CBP may request additional
information using CBP Form 28,
Request for Information. This form is
sent by CBP personnel to importers,
exporters, producers, or their agents, as
applicable, requesting additional
information. U.S. Customs and Border
Protection (CBP) is authorized to collect
the information requested on this form
pursuant to U.S.C. 1509, 19 CFR 142.3,

used to assign points for awarding grant
funds on a competitive and equitable
basis. HUD’s Office of Housing
Counseling will also use the information
to provide housing counseling services
through private or public organizations
with special competence and knowledge
in counseling low and moderate-income
families. The information is collected
from housing counseling agencies that
participate in HUD’s Housing
Counseling Program. The information is
