Window coverings are “consumer products” within the jurisdiction of the CPSC, and subject to regulation under the authority of the CPSA, because consumers use and enjoy window coverings in or around a permanent or temporary household or residence, and in schools. (See 15 U.S.C. 2052(a)(5)). The purpose of the proposed rule is to address the risk of strangulation to children 8 years old and younger associated with hazardous operating cords on stock and custom window coverings. The proposed rule would define “stock window covering” and “custom window covering” consistent with the definitions set forth in the existing voluntary standard ANSI/WCMA A100.1-2018, American National Standard for Safety of Corded Window Covering Products (ANSI/WCMA – 2018).
