The information collection is
prescribed by 36 CFR 1280.80 and 36 CFR 1280.82. Requesters submit
the information when they wish to use NARA public areas in the
Washington, DC, area or public spaces at Federal records centers
for an event, or they submit the application to request the use of
space in a Presidential library for a privately sponsored activity.
We use the information to determine whether or not we can
accommodate the request and date, whether the requested use meets
the criteria in 36 CFR 1280, and to ensure that the proposed event
complies with NARA regulations.
This information collection
previously covered requests for use of facility spaces other than
Presidential libraries and it included participants in a regular
program we held in the Archives Building for sleepovers. The
sleepover program is inactive at the moment, so we have reduced the
estimates by subtracting those requests and the time to fill out
their associated forms (NA Forms 11009 and 11009C, Sleepover at the
National Archives Consent and Release and Sleepover at the National
Archives Consent and Release Chaperones Only), which are now
included in 3095-0074. We have, however, increased the totals by
including requests to use Presidential library spaces to this
information collection. We did because the two types of requests
are now integrated in the same regulatory section with the same
criteria and similar processes, other than the use of a form for
one. We are adding the 2020 numbers for requests to use
Presidential library spaces because that was when we last renewed
it as a separate information collection and those numbers have not
changed since then.
We we are proposing to combine these two into
one ICR (3095-0043 with 3095-0024).
