SAs must establish and maintain Program procedures, such as procedures to determine the eligibility of institutions, including to conduct pre-approval visits; for monitoring institutions and conduction household contacts; for bid and contracts; to annually review information submitted by institutions; for claims processing and payments; for serious deficiencies; for administrative reviews; and to audit institutions. |

The regulations state that institutions and facilities, "shall comply with the recordkeeping requirements…failure to maintenance such records shall be grounds for the denial of the application."
