Approval of the final rule (RIN: 0694-AI78) In response to the Russian Federation’s (Russia’s) further invasion of Ukraine, the Department of Commerce is imposing sanctions on luxury goods for the export, reexport to, or transfer within Russia or Belarus under the Export Administration Regulations (EAR). These new export controls will impose additional costs on those persons and organizations that have the financial resources to purchase these luxury goods in Russia. The purpose of these additional costs is to encourage these persons and organizations to put further pressure on the government of Russia to stop the Russian invasion of Ukraine.
