The information collection requirement
is necessary as a basis for certifying individuals or businesses to
have access to DoD export-controlled militarily critical technical
data subject to the provisions of 32 CFR 250. Individuals and
enterprises who have access to unclassified DoD-controlled
militarily critical technical data must certify on DD Form 2345.
That data will be used only in ways that will inhibit unauthorized
access and maintain the protection afforded by U.S. export control
law.

The estimated annual number of
responses has increased by 1,000. Additionally, normal increases in
hourly wage have led to a minor increase in respondent labor cost.
Policy changes have made electronic submission of the DD Form 2345
mandatory, leading to significant cost savings for the Federal
Government.

the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
