Instructions








The reporting period for this data is cumulative totals as of the last day of the previous month; please enter data indicators as of the last day of the previous month. The deadline for submission is the 15th of the current month. Report program implementation challenges and identify programmatic assistance and training or technical assistance (T/TA) needs in the Comment column, if applicable.


Questions 1-4 "State-supported" means state staff or contractors assigned or hired to coordinate or administer housing assistance (e.g. a housing coordinator in the SRC's office supported with ASA RSS housing funds).
"Federally-augmented" means staff deployed through one of the OAW staff augmentation efforts (e.g. Public Health Service officers or Team Rubicon staff).
In Questions 1 through 4, please enter the total number of staff as of the last day of the previous month in full-time equivalents (FTEs) and provide any needed explanation of staffing configuration in comments. This should capture a snapshot in time, and not report only marginal increases or decreases. (For example, if you have 2 state-supported staff on board at the end of Month 1, enter "2" in Question 1. If you lose 1 State-supported staff in Month 2, but then hire 2 new State-supported staff by the end of the month, then report the total "3" state-supported staff in place at the end of Month 2.
Questions 1-8
SAPA States
State Afghan Placement and Assistance (SAPA) program States: For Questions 1-8, to the extent possible, include only standard, non-SAPA-type ASA RSS services and funding, such as housing assistance after 90 days, available to all Afghan clients, including those initially resettled through APA, SAPA, and other alternative resettlement pathways. If activities and expenditures for the SAPA program are initially too challenging to isolate and exclude from this data, they may be included. In that case, please explain in comments.
Question 5 Enter the total amount of ASA RSS funds budgeted for housing assistance as of the last day of the previous month (e.g. as reflected in the SRC's planning budget).
Question 6 Enter the total amount ASA RSS funds obligated for housing assistance as of the last day of the previous month (i.e. the amount obligated through a sub-contract or sub-award).
Question 7 Of the amount in Question 5, approximately what percent is budgeted for long-term (vs. short-term) housing as of the last day of the previous month? In this collection, consider permanent and long-term housing to be equivalent terms, capturing those living in their own apartment or house, or permanently with a US Tie. Please enter data as a whole number.
Question 8 Placeholder question: not for current use: To be used only *after* Afghan Placement and Assistance (APA) period. During APA period, PRM will collect similar data from Resettlement Agency Affiliates and Community Partners.
Number of individual OAW Afghans who have received housing assistance with ASA RSS funding as of the last day of the previous month. Include those who received such assistance in any month from arrival in the community until the last day of the previous month.
Question 9 Enter the total amount of ASA RSS funds budgeted for legal assistance as of the last day of the previous month (e.g. as reflected in the SRC's planning budget).
Question 10 Enter the totala mount ASA RSS funds obligated for legal assistance as of the last day of the previous month (i.e. the amount obligated through a sub-contract or sub-award).
Question 11 Placeholder question; not for current use: This item will be included only after additional ASA RSS funds have been awarded for legal assistance.
Number of individual OAW Afghans who have received legal assistance with ASA RSS funding as of the last day of the previous month. Include those who received such assistance in any month from arrival in the community until the last day of the previous month.
Question 12 Enter the number of OAW Afghans enrolled in ASA RSS or RSS funded employability services, as defined in 45 C.F.R. § 400.154, as of the last day of the previous month.
Question 13 Of those reported in Question 12, enter the number entered employment (Full-Time or Part-Time), as of the last day of the previous month.
Question 14 Have you increased your medical screening sites to better serve Afghan arrivals, as of the last day of the previous month?
For Questions 14, please select:
"Yes" if you have increased screening sites to better serve OAW Afghan arrivals,
"No" if you need to increase the sites to better serve Afghan arrivals but haven't been able to do so yet, and
"N/A" if you have made no changes because you have capacity under current process/screening sites to adequately screen arrivals.
Question 15 Have you modified your medical screening process to better serve Afghan arrivals, as of the last day of the previous month?
For Questions 15, please select:
"Yes" if you have modified the process sites to better serve OAW Afghan arrivals,
"No" if you need to modify the process to better serve Afghan arrivals but haven't been able to do so yet, and

Note: Questions 16 and 17 are related to obligation of the Afghan RHP grant while Questions 14 and 15 are related to RMS for OAW Afghans. These indicators are intentionally measuring different - but both important - aspects of providing health services to OAW Afghans.
