In 2010, Congress established the Specially Adapted Housing (SAH) Assistive Technology Grant program. 38 U.S.C. § 2108. Section 2108(b) states that a person or entity seeking an SAH technology grant shall apply for the grant in such form and manner as the Secretary shall specify. VA published a regulation implementing the statutory authority. See 38 C.F.R. § 36.4412. Section 36.4412(d) require applicants to submit an SF-424 (Application for Federal Assistance). VA has also determined that additional forms SF-424A (Budget Information for Non-Construction Programs) and SF-424B (Assurances for Non-Construction Programs) are necessary for the evaluation of the applicantâs proposal. The parent form (SF-424-Application for Federal Assistance) is approved under an existing information collection (OMB control number 4040-0004).
