Abstract: To conduct a survey of poultry producers to determine causes of and possible mitigation factors against future High Path Aviation Influenza (HPAI) disease outbreaks.

Emergency Justfication: The U.S. is recovering from a massive HPAI outbreak and APHIS wants to conduct a survey of poultry producers to determine causes and possible mitigation against future outbreaks. Seasonal bird migrations are imminent and the Agency's goal is to assess and implement new mitigations before future infections and outbreaks might occur.
