The agency shall examine public comment in response to the proposed rulemaking and include in the supporting statement of the next ICR--to be submitted to OMB at the final rule stage--a description of how the agency has responded to any public comments on the ICR, including comments on maximizing the practical utility of the collection and minimizing the burden.

The National Marine Fisheries Service Alaska Region requests an extension and revision of this currently approved information collection for the Annual Trawl Catcher/Processor Economic Data Report (Annual Trawl Catcher/Processor EDR).The Annual Trawl Catcher/Processor EDR is submitted by fishing companies harvesting in the Bering Sea and Aleutian Islands management area (BSAI). The type of data collected includes labor information, revenues received, capital and operational expenditures, and other operational or financial data. This information collection would be revised due to an associated rule (RIN 0648-BL50) to implement Amendment 52 to the FMP for Bering Sea/Aleutian Islands King and Tanner Crabs and a regulatory amendment to revise regulations on EDR requirements for groundfish and crab fisheries off Alaska. This collection would be revised to remove third party data verification audits for the EDR. Requirements for the Gulf of Alaska Trawl EDR Program are removed because the rule eliminates this program. The EDR form would be revised to update instructions, remove data fields that are not being used in analyses, and pre-fill data fields that do not change frequently.

This collection is revised pursuant to proposed rule 0648-BL50 to remove third party data verification audits for the Annual Trawl Catcher/Processor EDR. This provision has proven to increase the cost of the data collection program without providing additional practical protections. Requirements for the Gulf of Alaska Trawl EDR Program are removed because the rule eliminates this program. The EDR form is revised to update instructions, remove data fields that are not being used in analyses, and pre-fill data fields that do not change frequently.
Respondents and Responses (Adjustment): Decreased respondents due to fleet consolidation.
Burden hours (Program change): Decreased burden hours per response from 22 hours to 20 hours as a result of the rule change.
