Welcome and Instructions
Purpose:
This spreadsheet template was designed by the U.S. EPA to facilitate semiannual compliance reporting under 40 CFR part 63, subpart QQQQ.
The semiannual reporting requirements included in this report are found in §63.4720.
Electronic reporting:
Electronic submission of semiannual compliance reports through the EPA's Compliance and Emissions Data Reporting (CEDRI) is required under §63.4720.
CEDRI is accessed through the EPA's Central Data Exchange: https://cdx.epa.gov
This spreadsheet template may be uploaded to CEDRI to fulfill the electronic reporting requirement under §63.4720(a).
For semiannual report, you may reference a single file attachment that includes additional information on the "Gen_requirements" tab.
Do not submit information you claim as confidential business information (CBI) to EPA via CEDRI. EPA will make all the information submitted through this form via CEDRI available to the public without further notice to you. Anything submitted using CEDRI cannot later be claimed to be CBI. Furthermore, under CAA section 114(c) emissions data is not entitled to confidential treatment and requires EPA to make emissions data available to the public. Thus, emissions data will not be protected as CBI and will be made publicly available.
Although we do not expect persons to assert a claim of CBI, if persons wish to assert a CBI claim, you must submit the report via CEDRI with the CBI omitted and mail a complete report, including any information claimed to be CBI, to EPA on a compact disc, flash drive, or other commonly used electronic storage media via U.S. postal service. You must mark the outside of the digital storage media as CBI and then identify electronically within the digital storage media the specific information that is claimed as CBI. Mail the media to the address in the referencing federal regulation. If no address is specified, mail the media to:

IMPORTANT: The spreadsheet must be uploaded into CEDRI as a single ZIP file, which must include this Excel workbook and any related attachments that were referenced in the workbook (i.e., additional information file found in the "Gen_requirements" tab).

Note: If you are uploading file attachments for your report, the uploaded files may be in any format (e.g., zip, docx, PDF). If you would like to include an Excel file(s) as an attachment, you must first zip the excel file(s) into a separate ZIP file to the master ZIP file that will be uploaded into CEDRI.

Once all data have been entered in the worksheet, combine this Excel workbook and all attachment files (including any ZIP file containing separate excel file(s), if applicable) into a single ZIP file for upload to CEDRI.
Template Navigation and Tabs to Complete.
All semiannual reports will include the General Requirements (gray tab), the Compliance Option (blue tab) and the Certification (red tab). Complete green tabs only if deviations occured during the period covered by the semiannual report. Complete the green tab(s) specific to the deviation(s) that occured.
Gray tab: All semiannual compliance reports will include the information in the gray tab (Gen_requirements). The information in the gray tab is unlikely to change from one semiannual reporting period to the next. Complete the gray tab and save the workbook for subsequent reporting periods in which you would only need to review the data previously provided and update it if necessary.
Blue tab: All semiannual compliance reports will include the information in the blue tab (Compliance_Option). Provide a response for each coating operation at the affected source (see: §63.4681 and §63.4682). The information in the blue tab will only vary if compliance options or processes change. Complete the blue tab and save the workbook for subsequent reporting periods in which you would only need to review the data previously provided and update it if necessary.
Green tabs: Only complete a green tab if there was a devation covered by the period in the semiannual report. Only complete the green tab(s) that represent(s) the compliance option used and where deviations occurred during the reporting period and the relevant summary tabs. Tabs are included for each of the compliance options; compliant coatings, emission rate without controls, and emission rate with controls. Tabs for the emission rate with controls category are further broken down in to the deviation type: emission rate exceedences, CPMS, a CPMS Deviation Summary, Operating Limit, Work Practices, and a deviation summary. Last, there is a tab Describe any changes in the CPMS, coating operation, emission capture system, or add-on control device which have occurred since the last reporting period . The green tabs are: Compliant_material_option, Emiss_rate_wo_controls_option, or Emiss_rate_w_controls_option, Emiss_rate_w_controls_emissions, Emiss_rate_w_controls_CPMS, Emiss_rate_w_controls_OpLimit, Emiss_rate_w_controls_WorkP, Emiss_rate_w_controls_Summary, and Emiss_rate_w_controls_Changes
Within the tabs, example rows are colored light red, and the XML tags are colored green. These rows are locked; no data entry can be made in the colored rows. Enter reporting data in the blank rows.
Certification:
Red Tab: The Certification tab must be completed for every report. The requirement in §63.4720(a)(3)(ii) that a responsible official certify based on information and belief formed after reasonable inquiry, the statements and information in the document are true, accurate, and complete are fulfilled in the submission process to CEDRI.
In the case where either no deviations from emission limitations or no periods where the CPMS were out-of-control during the compliance period, select the appropriate affirmation to comply with §63.4720(a)(4).
Note: Each semiannual compliance report must be submitted no later than July 31 or January 31, whichever date is the first date following the end of the semiannual reporting period.
