Abstract: In February 2014, President Obama issued an Executive Action calling on the USPTO to expand the existing patent pro bono programs to all 50 states in the country. In support of this Executive Action, the USPTO—in collaboration with various non-profit organizations—has established a series of autonomous regional hubs that act as matchmakers to help connect low-income inventors with volunteer patent attorneys across the United States. The Regional Program Administrator Survey collects information about the services being provided by each region. This information will help the USPTO determine which regional hubs are operating efficiently and which programs need additional support.

Short Statement: This renewal of 0651–0082 broadens the scope of the information collection to include the PTAB Pro Bono Program, in addition to the Patent Pro Bono Program that is currently covered under this collection. The name of the information collection has been adjusted from ‘‘Pro Bono Survey’’ to ‘‘Patent and PTAB Pro Bono Programs’’ in order to include both programs under this single information collection. This information collection includes an instrument for capturing data for the Patent Pro Bono program (Patent Pro Bono Survey) and the applicants who apply to participate in it (Patent Applicant Intake Form). The information collection also has a similar instrument that covers the collection of data for the PTAB Pro Bono Program (PTAB Pro Bono Survey) and the applicants who apply to participate in it (PTAB Applicant Intake Form).
