Request for Non-Substantive Change to the

Purpose
The purpose of the 2020 Post-Census Group Quarters Review (2020 PCGQR) is to provide a
mechanism for governmental units to request a review of their official 2020 Census results,
specifically those for the population in group quarters.Tribal chairpersons and the highest
elected officials (or their representative) from state and local governments in the United States
and Puerto Rico can submit a 2020 PCGQR case to request review of the official 2020 Census
counts of group quarters population counts. The U.S. Census Bureau will review requests from
the highest elected or appointed officials of tribal, state, and local governmental units for
corrections to their 2020 Census count between June 6, 2022 and June 30, 2023.
This non-substantive change request is to provide the updated 2020 PCGQR-L-03 Out-of-scope
Letter in English and Spanish.

Background
The 2020 PCGQR was approved on May 20, 2022 and the current OMB collection will expire on
May 31, 2025.
When a submission is received, the Census Bureau conducts research and assess the records
contained in that submission for quality. Once the Census Bureau completes this research and
assessment, the Census Bureau will respond to the governmental unit in writing with an official
determination letter. This determination letter will state how the case was resolved and
information on the resolution, such as, if the Census Bureau will or will not accept the records.
If the Census Bureau’s research and assessment determines that a submission identifies
existing group quarters and its associated population counts, then the Census Bureau will
accept the records and update populations counts for the governmental unit for use in Census
Bureau programs, as appropriate.
The “nonresidential” wording was added to the out of scope letter to accommodate this type of
result. There are no substantive changes to the 2020 PCGQR resulting from this modification.

Burden
The respondent burden of the 2020 PCGQR is unchanged by this update.
