Abstract: This is to request the Office of Management and Budget’s (OMB) renewed three-year approved clearance for the information collection entitled, “Local and Regional Project Assistance Program or “RAISE Transportation Discretionary Grants.”” The Office of the Secretary within the Department of Transportation (DOT) provides financial assistance to States and the District of Columbia, any territory or possession of the United States; a unit of local government; a public agency or publicly chartered authority established by 1 or more States; a special purpose district or public authority with a transportation function, including a port authority; a federally recognized Indian Tribe or a consortium of such Indian Tribes; a transit agency; and a multi-State or multijurisdictional group of entities through the Local and Regional Project Assistance Program, which was established in the Infrastructure Investment and Jobs Act of 2021 (Pub. L. 117-58) “Bipartisan Infrastructure Law (BIL)”, and referred by the DOT to as the Rebuilding American Infrastructure with Sustainability and Equity, or RAISE Discretionary Grant program. The purpose of the program is to provide capital investments in surface transportation infrastructure that will have a significant local or regional impact.

Emergency Justfication: This is a request for an emergency clearance for a new information collection to enable the Department of Transportation (DOT) to implement the Local and Regional Project Assistance Program. If DOT does not receive emergency approval, the program will miss the statutory deadline to publish the Notice of Funding Opportunity (NOFO). Missing the statutory deadline could further jeopardize DOT’s ability to carry out all other program activities, including project evaluations and announcement of awards. The continued viability of these funds made available through the NOFO is critical in supporting the transportation infrastructure needs across the United States.
