Terms of Clearance: The changes to the BRFSS questionnaire for 2023 have been approved consistent with the following commitments from BRFSS: a) The program will not disseminate data from the new questions until cognitive testing, in parallel with the administration of the survey has been completed so that CDC understands what the responses to these questions mean. b) The program should consult the National Center for Health Statistics’ CCQDER on the design and goal of the testing. For more information about the questions that require testing, see discussion in file titled “Response to Terms of Clearance about Testing of Changes in 2023 BRFSS Questionnaire. c) In the future, before proposed new questions are submitted to OMB for review, the BRFSS program will conduct robust cognitive testing on a large enough group of individuals to reflect the spectrum of likely respondents, with the goal that the CDC, the State sponsors, and the public understand how the respondents interpreted the question and response options.

Abstract: The BRFSS is a coordinated system of customized surveys conducted by U.S. states, territories, and the District of Columbia. Respondents are adults 18 years of age and older. Behavioral Risk Factor Surveillance System (BRFSS) surveys are conducted in collaboration with U.S. states, territories, and the District of Columbia. The surveys will produce state- or sub-state jurisdiction-level data about health-related risk behaviors, chronic health conditions, use of preventive services, and emerging health issues. CDC also creates a national level dataset that is used by HHS to evaluate its progress toward Healthy People 2020 goals and other policy needs. To ensure that BRFSS content is relevant to the current needs of BRFSS partners, CDC updates selected items in the core questionnaire and/or the optional modules on an annual basis. This Change Request describes changes to be implemented in the 2023 cycle of BRFSS data collection. This Change Request is for the 2022 BRFSS Field Test Questionnaire which will be used to determine what will be included in the 2023 BRFSS collection.
