When a disaster occurs, the Governor of the state or the Chief Executive of an affected Indian tribal government may request a major disaster declaration or an emergency declaration. The Governor or Chief Executive should submit the request to the President through the appropriate Regional Administrator to ensure prompt acknowledgement and processing. The information obtained by joint Federal, state, and local preliminary damage assessments will be analyzed by FEMA regional senior level staff. The regional summary and the regional analysis and recommendation will include a discussion of state and local resources and capabilities, and other assistance available to meet the disaster related needs. The Administrator of FEMA provides a recommendation to the President and also provides a copy of the Governorâs or Chief Executiveâs request. In the event the information required by law is not contained in the request, the Governorâs or Chief Executiveâs request cannot be processed and forwarded to the White House. In the event the Governorâs request for a major disaster declaration or an emergency declaration is not granted, the Governor or Chief Executive may appeal the decision.

FEMA reduced the number of estimated declaration requests based on an updated analysis of historical declaration requests. This reduction in requests drove the overall reduction in burden hours. There was a 7,753 reduction in burden hours for this update to the information collection.
In previous submissions of this information collection question 12 identified two-line items, Governorâs Request and the Initial Data Gathering for the Governorâs Request. To more accurately capture the burden, we have separated the previous submission of two line items into four- line items. The four lines are State Governors, Tribal Nation Chief Executive, State Support Worker, Tribal Nation Support Worker. These separations capture the differences in burden hours and wage rates of each category.
There was a $388,210 reduction in cost burden for this update to the information collection.
