under NOAA Administrative Order 216-100, which sets forth procedures to protect

PRIVACY ACT STATEMENT
Authority: The collection of this information is authorized under the Magnuson-Stevens Fishery
Conservation and Management Act, 16 U.S.C 1801 et seq.
Purpose: In order to manage U.S. fisheries, the NOAA National Marine Fisheries Service uses
economic data reports (EDRs) under the Amendment 91 Bering Sea Chinook Salmon Bycatch
Management EDR Program to collect baseline information to inform the North Pacific Fishery
Management Council (NPFMC) when making conservation and management decisions. The
primary purpose for requesting costs and revenues from each participant is to develop baseline
information on harvesters, processors, and communities. NOAA and the NPFMC will use this
information in aggregate form.
Routine Uses: The Department will use this information to identify fishery participants and
assess management impacts on harvesters, processors, and the surrounding communities.
Disclosure of this information is permitted under the Privacy Act of 1974 (5 U.S.C. Section 552a),
to be shared within NMFS offices, in order to coordinate monitoring and management of
sustainability of fisheries and protected resources, as well as with the applicable State or
Regional Marine Fisheries Commissions and International Organizations. Disclosure of this
information is also subject to all of the published routine uses as identified in the Privacy Act
System of Records Notice COMMERCE/NOAA-16, Economic Data Reports for Alaska Federally
Regulated Fisheries off the Coast of Alaska.

ANNUAL CHINOOK EDR: VESSEL MASTER SURVEY
The Chinook Salmon Economic Data Report (EDR) Program provides additional data to assess the
effectiveness of the Chinook salmon bycatch management measures implemented under Amendment
91 to the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands
Management Area. The information collected is a combination of quantitative and qualitative data to
conduct descriptive and quantitative analysis and comparisons of the annual and seasonal changes in
the pollock fleet under Amendment 91.
An owner or leaseholder of an American Fisheries Act (AFA) permitted vessel must submit a Vessel
Master Survey completed by each master of each vessel used to harvest pollock in the Bering Sea in
the previous year. It is the responsibility of the vessel owner/leaseholder to obtain completed Vessel
Master Surveys and submit all completed surveys to NMFS.
The Vessel Master Survey has two parts. Part 1 is the Vessel Owner Certification Page. Part 2,
Pollock Fishing and Salmon Bycatch Avoidance, is to be completed by the vessel master and asks
about different aspects of decision-making during the pollock season, including incentives, fishing
location choices, and salmon bycatch reduction measures.
