Abstract: The Transportation Security Administration (TSA) is collecting this information to meet the requirements of section 225, Division A, of the Consolidated Appropriations Act, 2019, Pub. L. 116-6 (Feb. 15, 2019; 133 Stat. 13). Under this provision, TSA may establish a pilot for public or private entities regulated by TSA to request reimbursable screening services outside of an existing primary passenger terminal screening area where screening services are currently provided or eligible to be provided under TSA’s annually appropriated passenger screening program. For purposes of section 225, “screening services” means “the screening of passengers, flight crews, and their carry-on baggage and personal articles, and may include checked baggage screening if that type of screening is performed at an offsite location that is not part of a passenger terminal of a commercial airport. The authority available under this section is effective for fiscal years 2019 through 2021 and currently may be used at not more than eight locations for transportation security purposes. TSA is collecting this information as part of a process for public and private entities regulated by TSA to request screening services under the Reimbursable Screening Services Program (RSSP).

Short Statement: Since the previous OMB approval, the hour burden has changed from 104 to 492 hours annually. The burden increased due to the change in the respondents requests from 12 to 15 and the adjustment of the estimated time burden from 8 to 32 hours, using actual data numbers provided by the program office.
