This ICR is approved for one time data collection. The agency is initially approved for burden associated with 3000 completed interviews. The agency must provide preliminary results based on the 3000 completed interviews on relevant data quality metrics including the usefulness of the benchmark questions and the potential appropriateness of extrapolation to relevant populations. If the preliminary results indicate that the study design doesnât need to be modified substantially, the agency is encouraged to obtain the burden associated with remaining 3000 interviews through no substantive change worksheet. If the preliminary results indicate that the study design should be modified substantially such as sampling design, benchmark questions or questionnaires, then the agency is encouraged to obtain remaining burden through substantive change worksheet. The agency is not required to do another federal register for the remaining burden hours.

EPA is conducting a stated preference survey to improve our ability to estimate the economic benefits of Clean Water Act regulations that improve the quality in rivers, lakes, and streams. The survey will ask respondents whether they are willing to pay specific amounts of money to realize specific improvements in two aspects of water quality: recreation and bio diversity. The survey will also collect attitudinal, behavioral, and demographic information to estimate economic benefits and validate our results.
