Dear Ms. Dickinson:
The Department of Housing and Urban Development (HUD) is seeking an emergency
review of the Paperwork Reduction Act requirements for a new information collection entitled,
Green and Resilient Retrofit Program (GRRP) Application Forms. The Notices of Paperwork
Submission (copies enclosed), proposed for immediate Federal Register publication, explains the
burden of the collection requirements, and invites public comment on them.
In compliance with the requirements of 5 CFR 1320.13, this letter requests emergency
processing within 14 days from the date of publication of the Federal Register Notice. This
emergency processing is essential to complete requirements of the Inflation Reduction Act of 2022,
H.R. 5376, section 30002, “Improving Energy Efficiency or Water Efficiency or Climate Resilience
of Affordable Housing”. This emergency review is necessary because the use of normal clearance
procedures is reasonably likely to prevent or disrupt the collection of information that is needed to
ensure proper collection of data in response to our FY 2023 Notice of Funding Opportunity (NOFO)
that is currently progressing through departmental review and clearance.
This collection will allow eligible applicants to apply for funding under the GRRP that was
created for these reasons: 1) to combat the climate crisis by equitably investing in American
communities and supporting economic development, 2) to modernize properties to improve
residents’ quality of life and provide safer living environments; and 3) to maintain affordability and
preserve high-quality, efficient housing for HUD-assisted residents. An emergency PRA is needed
for this package to be able to maintain the necessary timeline to release the NOFO and Housing
Notice for publication, application review, scoring, and award announcement.
