Abstract: The Green and Resilient Retrofit Program (“GRRP”) is newly funding through Title III of the Inflation Reduction Act of 2022, H.R. 5376 (IRA), in section 30002 titled “Improving Energy Efficiency or Water Efficiency or Climate Resilience of Affordable Housing” (the “IRA”), authorizing HUD to make loans, grants, and take a variety of other actions to facilitate utility-saving and climate hazard-mitigating projects for certain existing HUD-assisted multifamily housing. This collection will allow eligible applicants to apply for funding under this program.

Emergency Justfication: In compliance with the requirements of 5 CFR 1320.13, this letter requests emergency processing within 14 days from the date of publication of the Federal Register Notice. This emergency processing is essential to complete requirements of the Inflation Reduction Act of 2022, H.R. 5376, section 30002, “Improving Energy Efficiency or Water Efficiency or Climate Resilience of Affordable Housing”. This emergency review is necessary because the use of normal clearance procedures is reasonably likely to prevent or disrupt the collection of information that is needed to ensure proper collection of data in response to our FY 2023 Notice of Funding Opportunity (NOFO) that is currently progressing through departmental review and clearance.
