Abstract: The survey is to assist in identifying predominant causes of eviction, ways to improve eviction counseling services, and barriers to collecting data on households at risk of eviction.

Emergency Justfication: The emergency review is needed because the Eviction Counseling Survey is a vital tool in OHC’s response to the unprecedented and ongoing rental housing and eviction crisis caused by the economic fallout from the COVID-19 national health emergency. In recent months, these challenges have only increased with the winding down of the federal Emergency Rental Assistance (ERA) program and the lifting of most eviction moratoria.
