The USDA LRP Program adds another mechanism to deliver food assistance to the federal programs currently providing assistance and aims to support development activities to strengthen the capacity of food-insecure developing countries and address the cause of chronic food insecurity. Other objectives of the Program are to support the consumption of locally produced food and strengthen local value chains and all associated procurement activities and may intervene in emergency situations.
Initial burden hour and cost estimates were estimates compiled prior to the commencement of the program. FAS removed 3 collection activities (proposal, negotiation of new award, and the evaluation and baseline assessments) as these requirements no longer apply. This removal of these 3 activities resulted in a significant decrease in burden hours and costs.
Burden hour estimates have been revised downwards to reflect data provided by private voluntary organizations currently implementing projects under the program. Total annual responses have decreased from 104 to 42 and annual burden hours decreased from 25,665 to 9,174. The estimated total annual costs for participants also decreased from $1,000,935 to $394,482.
