Terms of Clearance: In future submissions, the agency will include detailed explanation of their usability testing when it is used for new burden estimates. The agency is reminded that burden changes stemming from previous changes to a collection or new estimates from usability testing should be considered estimate changes. The Information Collection Budget will not consider these burden estimate changes as burden reduction. In the future, the agency should submit non-substantive change requests when burden estimates are changing that are not driven by form or collection changes.

Abstract: The purpose of this revision is to provide the reduction of burden hours recently achieved by modernizing and improving the application's interface. NFIRS is the USFA’s system authorized under Public Law 93-498 to collect fire related data to identify and define the fire problem in the U.S., and to reduce fire related casualties and losses. Operating since 1999, the system provides an electronic, web-based application for users to input their incident response information in a uniform manner.

Short Statement: The total decrease of 2,805,900 burden hours is due to recent modernization that has improved and therefore reduced the burden hours for reporting data to NFIRS. The decrease of $110,468,283 in the annual cost burden to respondents results primarily from the reduction in burden hours, mitigated by an increase in wage rate and use of the State and local government wage multiplier.
