Supplemental Document: Justification for a no material/non-substantive change


ATF requests approval to make the following changes to OMB 1140-0014 (Application for Tax Paid Transfer and Registration of Firearm – ATF Form 4 (5320.4)

  1. Correction of minor grammatical errors and typos

  2. Capitalization of titles of officials and persons

  3. Removed the following sentence from Section 12: Information for the Chief Law Enforcement Officer: “A “Yes” answer to Items 14.a. through 14.h. or 18.d. or 18.e. could disqualify a person from acquiring or possessing a firearm. Also, ATF will not approve an application if the transfer or possession of the firearm is in violation of State or local law.”

  4. Updated question 14.e to read as follows: “On or after the age of 16, have you ever been adjudicated as a mental defective OR have you ever been committed to a mental institution?”

  5. Updated the directions for 1.Q to read: “victim, or by a person who has a current or recent former dating relationship with the victim (as defined in 18 U.S.C 921(a)(37)).”
