Terms of Clearance: In accordance with 5 CFR 1320, the information collection is approved for three years. Since this is a new collection, when the Agency submits a request for renewal, it must include evidence of consultation (OMB reminds BLM, however, it should consult with up to 9 outside entities at least once every 3 years even if the collection of information has not changed) with respondents to ensure the supporting statement's accuracy on availability of data, frequency of collection, clarity of instructions, accuracy of burden estimate, relevance of data elements, and similar PRA matters. BLM must include discussion of how BLM addressed substantive concerns raised by respondents and other stakeholders during consultation and in response to comments received on FR notices. BLM acknowledges that BLM does not currently require a specific form for an application; however, BLM does acknowledge a lease application "must" include a complete lease application worksheet ["Lease Application Worksheet and Instructions to Applicants"]. OMB acknowledges that BLM is using this official worksheet form that respondents must use to guide the preparation of a lease application, including a restoration or mitigation lease development plan that describes the proposed work in sufficient detail to enable authorized officers to evaluate the feasibility, impacts, benefits, costs, threats to public health and safety, collaborative efforts, and conformance with BLM plans, programs, and policies, including compatibility with other uses. If BLM decides to update this worksheet or issue further official guidance related to the implementation and compliance of the final rule; BLM must re-submit the ICR package to OMB for approval. In addition, the Supporting Statement A should use the standard 18 question SS-A format and BLM should specifically address and answer the prompts in detail. Lastly, BLM should provide an update to OMB upon renewal or resubmission of this collection on BLM's progress in developing a system for centralizing and modernizing a submission portal for lease applicants.

Abstract: The Bureau of Land Management (BLM) proposes to clarify and support the principles of multiple use and sustained yield in the management of the public lands. This rule would incorporate climate resiliency and restoration through conservation in the management of the public lands pursuant to the Federal Land Policy and Management Act (FLPMA) and other relevant authorities. This final rule rests within 43 CFR 6000, which includes Preservation and Conservation, and would provide an overarching framework governing multiple resource areas to ensure land health and sustained yield. The rule also updates 43 CFR 1610.7–2 Designation of areas of critical environmental concern, to provide consistency in implementing FLPMA’s directive that the BLM give priority to the designation and protection of areas of critical environmental concern (ACEC). This rule would affirm the important role of restoration and protection actions in building and maintaining sustainable land management practices to ensure healthy and productive ecosystems for current and future generations. This request is being submitted in connection with the proposed rule for 43 CFR Parts 6100 and 6100 (RIN 1004-AE92).
