The Department of Veterans Affairs (VA) proposes to amend its regulations related to the administration of its Veterans Legacy Grants Program (VLGP). VA proposes housekeeping amendments to 38 CFR §§ 38.710 through 38.785 to update references to relevant sections of 2 CFR Part 200, clarify that the annual publication of the Notice of Funding Opportunity will be published on Grants.gov, instead of a Federal Register Notice, among other changes.
Form SF-424A is used by non-Federal entities to apply for grants, and by Federal grants management staff to evaluate applicants for Federal financial assistance. VA/NCA is requesting use of this common form. NCA has added the appropriate, estimated burden hours for the information collection.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).

(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
