IMLS is requesting a change to a previously approved clearance in order to change the program,
Native Hawaiian Library Services grants. This new grant is requesting the same expiration date
of 07/31/2018.
Previous request abstract:
IMLS requests delegation of authority to review and approve all agency information collection
requests (excluding surveys, evaluations, and data calls used for policy-making purposes, under
the Paperwork Reduction Act. The information collections in this package include all of the
guidelines and instructions to (1) apply for IMLS support, (2) identify grant reviewers, and (3)
complete post-award reports for the agency's grant programs. In a separate clearance submission
(3137-0071) and justification, IMLS is requesting a three-year generic clearance for all forms
used in its grant programs, including application materials and post-award reports.

Justification for the Native Hawaiian Library Services Grants Program
The Native Hawaiian Library Services grants (NH) grants are competitive grants available to
support activities that enhance existing library services or implement new library services.
Native Hawaiian Library Services grants are available to nonprofit organizations that primarily
serve and represent Native Hawaiians (as the term is defined in 20 U.S.C. § 7517). The term
"Native Hawaiian" refers to an individual who is a citizen of the United States and a descendant
of the aboriginal people who, before 1778, occupied and exercised sovereignty in the area that
now comprises the State of Hawaii.
The FY2017 Native Hawaiian Library Services Notice of Funding Opportunity (NOFO) has two
categories of changes from the previously cleared FY2016 NOFO. First, dates have been
changed to reflect application deadlines, anticipated grant award dates, and all projects start dates
to 2017 from 2016. Applicable award periods of performance have been moved to 2018 to
accommodate two year projects. Secondly, IMLS made modifications to its standard (fixed)
language that appears in all agency 2017 Notice of Funding Opportunities. These annual changes
to all NOFOs ensure IMLS stays aligned with any changes issued as a result of 2 CFR 200 or its
updates. These fixed language updates have also been applied to this NOFO. No other changes
have been made.
The respondent burden should remain the same.
