The U.S. EAC's Election Supporting Technology Evaluation Program (ESTEP) works to establish requirements for election technologies that are not covered under the Voluntary Voting System Guidelines (VVSG), which include electronic poll books, electronic ballot delivery systems, election night reporting databases, and voter registration portals and databases. ESTEP is responsible for working alongside stakeholders to develop and maintain program manuals, administer test campaigns, and report on the results of these campaigns.
This form is intended to collect administrative information on new or modified election-supporting technology systems that are being submitted for testing by a registered manufacturer. This form is the first step for initiating a test campaign, as required by the Election Supporting Technology Evaluation Program Manual v 1.0.
The intended audience of this form is election-supporting technology evaluation program manufacturers and developers. The EAC will email grantees notice of the required forms and guidance on our website for easy location and access. The EAC will also offer technical assistance as requested in completing and submitting this form.

Met with Anthony Nerino (EAC Statistician) on January 30, 2024 to clarify burden estimates, which resulted in changes. Our math was incorrect. This change was noted after the second (30-Day) Federal Register Notice was published.
