The U.S. Chemical Safety and Hazard Investigation Board (CSB) is an independent federal agency whose statutory mandate is to investigate incidents/accidents at stationary sources (fixed facilities) that result in both a release of an extremely hazardous substance (or regulated substance) into the atmosphere, and a fatality, serious injury, or substantial property damages. The CSB is authorized to conduct investigations of general reactive hazards. The CSB contracted with the Federal Research Division (FRD) of the Library of Congress in September of 2022 to repeat the 2002 CSB study, âHazard Investigation: Improving Reactive Hazard Management,â and also compile current research, data, and events from 2003 through 2020. Additionally, the CSB has completed approximately fourteen investigations that involved reactive hazards since the publication of the original study. This updated study has two objectives that require the CSB to collect information from the public through an Information Collection Request (ICR):
1) Determine the differences, if any, between small/medium and large companies with regard to reactive chemical policies, practices, in-house reactivity research, testing, and process engineering.
2) Develop recommendations for reducing the number and severity of reactive chemical incidents.
In order to meet these objectives, the CSB proposes to conduct a survey of private sector companies involved in chemical manufacturing and interviews with primary stakeholders, as well as a literature review. Interviews with primary stakeholders are not included in this submission as the interviews contain questions that are different from the survey. Additionally, the number of stakeholder interviewees will be less than ten and therefore not subject to the Paperwork Reduction Act (PRA).
