Burden Statement: A federal agency may not conduct or sponsor, and a person is not required to respond to, nor shall a person be subject to a penalty for failure to comply with a collection of information subject to the requirements of the Paperwork Reduction Act unless that collection of information displays a currently valid OMB Control Number. The OMB Control Number for this information collection is 2125-0656. Public reporting for this collection of information is estimated to be approximately 2,128 hours for an individual State DOT per biennial report, including the time for reviewing instructions, searching existing data sources, gathering, and maintaining the data needed, completing, and reviewing the collection of information.
All responses to this collection of information are mandatory per 23 CFR 490.107(b) and (d). State Initial GHG Report
Targets. Provide the target for the 2022-2025 performance period (the target represents the performance anticipated for CY 2025), and a discussion, to the maximum extent practicable, of the basis for the established target. This includes an explanation of the data, method(s), and/or process(s) used to identify the targets. The target shall be a negative value, and be reported to the nearest tenth of a percent. To meet the declining requirement, the target must represent an anticipated decline of -0.1% or more. (Examples of acceptable formatting are: -0.1%, or -1.0%) [23 CFR 490.107(d)(1)(A), 490.105(e)(10), 23 CFR 490.101 (Target definition), and 23 CFR 490.513(d)]

Fuel sales information needed to calculate the fuel consumed shall represent the total number of gallons of fuel consumed by fuel type and reported to Fuels & FASH. [23 CFR 490.107(d)(2)(B) & 23 CFR 490.509(g)]
