A Waybill is a document describing the characteristics (such as origin, destination, commodity, weight, rail carriers participating in the movement, and freight revenue) of an individual rail shipment. A Waybill Sample is a statistical sample of waybills for the traffic that a particular carrier handles. The Board collects a sample of these waybills and aggregates them into a collection known as the Waybill Sample. The Waybill Sample is the Board’s principal source of information about freight rail shipments terminating in the United States.
