We are recommending several edits to this ICR that do not have an impact on respondent burden. The OMB-approved version of this ICR was most recently submitted with a NPRM, and the date of the NOA was July 10, 2023. The subsequent Final Rule was published in the Federal Register December 8, 2023, and contained minor adjustments to the regulatory language. We are proposing to update the language in the ICR based on the Final Rule.

Name of Law: Mutual Educational and Cultural Exchange Act
This information collection is a revision, the purpose of which is to make changes to the DDRA and FRA applications to be consistent with an NPRM to amend the programsâ regulations. The programsâ applications must be updated to reflect the regulatory changes relating to the programsâ selection criteria in CFR Part 662.21(c)(3) and 663.21(c)(3). The NPRM proposes to revise the DDRA and FRA regulations to award full points to projects conducted in any language other than English, to establish equity in the application review process for all applicants, including native speakers of languages other than English. The change in regulations requires only minor adjustments to the application package. We estimate that the changes to the regulations will result in a small increase in the number of respondents from 480 to 495. This results in an increase in burden hours from 11,500 to 11,875.
