Each operator which seeks to obtain,
or is in possession of, an air carrier operating certificate is
mandated to comply with the requirements of FAR Part 121 in order
to maintain (recordkeeping, reporting) data which is used to
determine if the air carrier is operating in accordance with
minimum safety standards. Original certification is completed in
accordance with part 119. Continuing certification is completed in
accordance with part 121. The information reviewed as a part of
this collection (manuals and guidance documents) is used to
determine air operators’ compliance with the minimum safety
standards and the applicants’ eligibility for air operations
certification. The FAA will use the information it reviews to
ensure compliance and adherence to regulations and, if necessary,
take enforcement action on violators of the regulations. The
information collected will not be disseminated to the public or
used to support publicly disseminated information.

The number of active air
carriers operating under part 121 has increased from the previous
submission from 66 in 2021 to a current number of 90. This is the
primary driver of the overall increase in estimated responses. The
estimate for the number of aircraft operated by air carriers under
part 121 has increased from the previous submission. The increased
numbers of aircraft may reflect an increase in the fleet size of
air carriers or the increased use of smaller regional jets. The
number of pilots in command of active air carriers operating under
part 121 has increased from the previous submission. The number of
other pilots of active air carriers operating under part 121 has
increased from the previous submission. The number of flight
attendants of active air carriers operating under part 121 has
increased from the previous submission. The hour and cost estimates
have all been updated to reflect 2024 wages and statistics.
