Justification For Change
One of the contracts supporting these surveys ends this year, and the contracts office informed the Program Office this month (02/2024) that they won't be able to extend the SFIS-Reserve into 2025. Since they won't be able to field SFIS-Reserve next year as planned, they need to field both surveys in 2024. These are both one-time efforts, and they don't anticipate that they will become recurring surveys.
