Terms of Clearance: Approved, contingent upon the agency reporting to OMB, prior to the next renewal of this collection, the marginal impact of requiring flight monitoring technology for certain air tour operations. This report should describe how the requirement for this technology has allowed the agency to more effectively ensure compliance with Air Tour Management Plans relative to other technologies, such as ADS-B. The agency will also describe its experience regarding the impact of flight monitoring technology on ATMP compliance in the supporting statement of the next 3-year renewal.

Abstract: Commercial air tour operators mandatorily report on the number of operations tours over national park units they conduct to the FAA. Commercial air tour operators are required to report as a condition of their Operation Specification that allows them to conduct air tours over national park units. The entities that are required to report are those operators who are currently granted the authority to conduct air tours over national park units. The operators will report on a semi-annual (every six months) basis. The collection is operators reporting their air tour information to the FAA and NPS, and the information includes the date and time of the tour, the type of aircraft the tour was conducted in, and the route that was utilized for the tour of the park. In addition, operators in parks with completed air tour management plans with flight monitoring requirements report their air tour flight monitoring data. The commercial air tour operational data is received by the FAA and NPS has and will be used by the agencies as background information useful in the development of air tour management plans and voluntary agreements for purposes of meeting the mandate of NPATMA and for monitoring compliance with conditions and limitations of air tour management plans. The data has and also will be used to assist FAA and NPS in developing and publishing an annual list of parks with 50 or fewer air tour operations a year which was an amendment provision to NPATMA in the FAA Modernization and Reform Act of 2012.

Short Statement: This renewal includes an overall increase in annual time and cost burden as described in the Supporting Statement due to completion of air tour management plans for certain national parks. Prior renewals did not include this information requirement as no parks had completed air tour management plans at the time of renewal. A number of completed air tour management plans include a flight monitoring data requirement which is needed for monitoring compliance with the conditions and limitations of the plan. The annual cost burden also increased as operators who are required to submit flight monitoring data must equip the appropriate flight monitoring equipment and additional service costs for the service based on the equipment and service provider selected at operator discretion. These costs are estimated and detailed in the Supporting Statement. The annual number of responses decreased with this renewal due to a reduction in the number of air tour operators required to submit air tour reporting data.
