Abstract: This information collection applies to General Services Administration (GSA) contracts for the leasing of real property (lease acquisitions) and commercial solutions openings (CSOs) related to the prohibition of certain covered articles, sources, and services and securing supply chains. Specifically, the information collection is associated with the: ● Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment as implemented in Section 889 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232). ● Supply chain risk information sharing and exclusion or removal orders consistent with the Federal Acquisition Supply Chain Security Act of 2018. The General Services Administration Acquisition Regulation (GSAR) parts covered by this information collection include: ● Part 570 - Acquiring Leasehold Interests in Real Property ● Part 571 - Pilot Program for Innovative Commercial Products and Commercial Services (otherwise known as commercial solutions openings (CSO))

Short Statement: Costs increased or decreased due to several factors. ● Increase - The ICR was updated to include burden estimates for FASCSA orders related to lease acquisitions. ● increase - The hourly rate (plus fringe) was updated to reflect the rates effective January 2023, as opposed to January 2020. ● Decrease - The number of 889 representations estimated previously were much higher than actual representations completed in accordance with FAR 52.204-24. Therefore, the number of respondents were lessened to more closely resemble actual numbers. ● Decrease - The number of hours to complete the 889 representations in accordance with FAR 52.204-24 were reduced to reflect contractors familiarity with completing these representations. ● Decrease - The number of 889 reports estimated previously were much higher than actual reports completed in accordance with FAR 52.204-25. Therefore, the number of respondents were lessened to more closely resemble actual numbers. ● Decrease - The number of hours to complete the 889 reports in accordance with FAR 52.204-25 were reduced to reflect contractors familiarity with completing these representations.
