By April 2025, USDA agreed to have updated this form to reflect Statistical Policy Directive No. 15: Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity (SPD 15). If that is the only change to this collection, USDA can submit a non-substantive change to achieve this. If there are additional edits that go beyond SPD 15, USDA should issue a new 60 day notice for revision by April 2025.

Data collected from individuals who apply and participate in USDA programs that provide services to agriculture producers, farmers and ranchers will be used as one indicator in targeting and designing outreach activities and in assessing compliance with civil rights laws in program delivery.
The increase in estimated hours is attributed to the availability of final data and the use of estimated National Agricultural Statistics Data which may show no change in the burden hours associated with this data collection.
