The information collections under Final Rule, Enhancing Transparency of Airline Ancillary
Service Fees, include program changes that increase information collection burdens on U.S. and foreign air carriers and ticket agents. Under this final rule, the Department is requiring U.S. air carriers, foreign air carriers, and ticket agents to disclose, during the online booking process, applicable fee and policy information for the first and second checked baggage and for carry-on baggage, and applicable fee and policy information for changing and cancelling reservations whenever fare and schedule information is provided to a consumer for a specific itinerary. This information is required to be disclosed on online platforms marketed to U.S. consumers and in offline channels (i.e. telephone or in-person). In order to ensure that ticket agents can meet these disclosure requirements, the Department is also requiring U.S. air carriers and foreign air carriers to provide ancillary fee information to entities such as ticket agents to which they provide fare, schedule, and availability information to display or sell the carrierâs flights directly to consumers.
